Xmlsitemap X-robots-tags noindex optional

Problem/Motivation

Sitemap response has "No index" x robots tags in headers.

Proposed resolution

I've added checkbox in settings form to enable noindex tag.
By default it will be in index mode. Because in SEO we should index sitemap.xml
